Judge Stella Tsai

I was born in Harrisburg, Pennsylvania, to immigrant parents who sought political and personal freedom in the United States and instilled in me from an early age a deep appreciation and respect for our democracy, the rule of law, and public service. I grew up in Middletown, south of Harrisburg, and earned my undergraduate degree in political science from Pennsylvania State University in its honors program in 1985. I received my law degree from the University of Pennsylvania Carey Law School in 1988.

Before joining the bench, I was a litigator in Philadelphia, representing individuals, nonprofits, and businesses in a wide range of litigation. I also handled regulator, and transactional matters. My passion for justice extended to my volunteer work to safeguard voting rights, immigrant rights, and civil rights. Throughout my career, I have appeared before trial and appellate courts in numerous jurisdictions, honing my legal expertise and commitment to advocacy and equal access to justice.

Appointed to the Court of Common Pleas in 2016 and elected to a ten-year term in 2017, I have presided over a diverse array of cases, including criminal waiver trials, land use disputes, primary and general election matters, will contests, trust and estate disputes, guardianships, custody matters, contract disputes, medical malpractice, motor vehicle accidents, and more. I have served on a number of local and statewide court administrative committees. Also, as a member of the Judicial Ethics Advisory Board, and its predecessor, the State Trial Judges Ethics Committee, I have become well-attuned to how the Code of Judicial Conduct guides a judge’s actions both on and off the bench.

My approach to judging is guided by integrity, transparency, consistency, keeping an open mind, and ensuring that everyone in our courthouse is treated with dignity and respect. I believe our legal system should be accessible and just for all Pennsylvanians, and I strive to operate with independence and transparency. As a candidate for the Commonwealth Court, I bring a wealth of judicial, legal and life experience, a steadfast commitment to fairness, and a fresh perspective to the bench.

As a judge on the Commonwealth Court, I will work tirelessly to deliver justice without fear or favor. My goal is to ensure that our legal system serves the needs of our diverse community with unwavering dedication, upholding the highest standards of judicial excellence and integrity.
